Kiren Rijiju joins Congress

ITANAGAR Aug 24: Kiren Rijiju, the firebrand politician who managed to put Arunachal in the big picture today joined Congress from BJP.

With this new political development, Bharatiya Janata Party at the National and State level have received a major jolt.

It is historic moment for me as I have taken a major political decision that I believe will benefit the people of Arunachal Pradesh said former Lok Sabha MP today while addressing media persons.

As Arunachalee I have a duty to serve the people of the state at maximum capacity and after thorough retrospection I feel that Congress is the right platform said Rijiju.

Arunachal is a sensitive state which needs stability and this can be reached only when likeminded leaders come under a common umbrella to serve the cause of the state, he said.

One must also remember that the political scenario of the country has changed with people giving clear mandate to the INC in the recent Lok Sabha polls.

I don’t see much role as a member of BJP to serve the people and the state at this juncture, Rijiju said and added that through Congress he would be able to serve the people best.

He also clarified that his joining the INC was unconditional and further crashed all speculation by stating that he will not contest in the assembly polls due in October next.

Once the election is over, we must work for the state as well as the nation’s interest, Rijiju said.

When asked on the court case pending against Election Commission on booths capturing and rigging during the last parliamentary election in his constituency (Arunachal West), Rijiju said since the ‘political differences’ have been buried, he would soon withdraw it.

The former MP further commented that the PM package and the implementation of 6th CPC in the state with government employees getting 15 months arrear is historic.

No other state in the northeast have received such attention from the Centre as Arunachal Pradesh has under the able leadership of chief minister Dorjee Khandu and APCC president Nabam Tuki, he added.  

It is a 'home coming' for the young leader and his joining has strengthened the Congress in the state as well as the country said Arunachal Pradesh Congress Committee (APCC) president Nabam Tuki at the press conference here today.

Nabam Tuki further informed that AICC chief and UPA chairperson Sonia Gandhi had accepted Rijiju in the party’s fold.

There is no irony or surprise in politics said MP Takam Sanjoy while welcoming his one time opposition.

With Rijiju’s joining the Congress, 99% of BJP swing in the state ends, Sanjoy said and added that there is no room for any communal organization or party in Arunachal Pradesh.

We need stability and unity for Congress to grow in the state, the MP further said.

Welcoming Rijiju to the party’s fold, chief minister Dorjee Khandu said that it was time for energetic leaders to join hands together and work for development of the state.

Khandu is confident that Congress would win in all the 60 assembly seats to form the next state government.

Home Minister Jarbom Gamlin was also present in the press meet held at the chief minister’s conference hall.

 

Bridge project foundation laid

ITANAGAR, Aug 24: PWD & UD Minister Nabam Tuki today laid the foundation stone of an ambitious bridge project, construction of RCC bridge over river Pachin in between Jullang and Chimpu, in presence of local MLA Kipa Babu at Richi village near Delhi Public School, about 6 kms from the state capital.

Sanctioned under Central Roads Fund (CRF) during the current financial year 2009-10 with estimated cost of Rs 9.24 crore, the 120-meter-span RCC bridge will be executed departmentally since it will require technical expertise, said PWD Capital Division-B Executive Engineer Gamnya Padu, adding that sub soil investigation has already been done and the report is awaited.

The bidding process for the bridge will be completed by September and construction works will start from October-November next. If everything goes all right, it will be constructed within a period of two years, said Er Padu while expressing his thankfulness to the PWD & UD Minister and the MLA for their arduous efforts in getting sanction of the bridge project, which was being tried for the past three years.

On its completion, the bridge will connect Naharlagun with Itanagar via Jullang (Jully) and act like a bypass for NH-52A in between Itanagar and Naharlagun. It will also serve the purpose of an alternative route to connect NH-52A from Naharlagun’s Papu Nallah to Assam’s Gohpur via Chimpu, said Er Padu.

Amid huge applause, Capital Division SE Katung Wahge said with the coming of the RCC bridge over Pachin river, one of long-pending demands of the local people to connect Jullang with Chimpu has been fulfilled. Responding to a public memorandum submitted to him by ZPM Taro Modi, the PWD & UD Minister disclosed that Rs 5 crore and Rs crore could be given either from CRF or SPA/ACA funds for construction of road from Itanagar to Gohpur to Jullang via Chimpu-I, Richi village and maintenance of the road from Ganga Market to Papu Nallah via Jullang, respectively.

Turning down the ZPM’s insistence for awarding contract works of the bridge project to the locals since requires huge financial expenditure as well as technical expertise, the minister said that being an adjacent part of the state capital, Jullang could be provided with a ‘special quota’ to fetch its people the benefits of petty contract works.

Among others, PHE Secretary Tomi Ete, Congress leaders T C Tok & Likha Tongum, public leader Techi Kasso and host of govt officials were present on the occasion.

 

Begi launches Don Bosco College Website

ITANAGAR Aug 24: Arunachal Pradesh Director of Higher and Technical Education Dr. Joram Begi launched the website of Don Bosco College Itanagar (www.dbcitanagar.com) today during a function held at the college.

Begi speaking on the occasion lauded the contribution of Don Bosco College to higher education in the state.

He also enumerated that Don Bosco College, the first private institution of higher education in the state has stood out as an institution of repute with coming in first in academic as well as co-curricular activities.

He specially noted the fact that the students of the college have bagged all the prizes last year in the State Level Essay Competition.

Government alone cannot provide higher education and higher education has to be public private partnership, Begi further said.

He also distinguished between private institutions with profit motive and private institutions which are purely service oriented. He had special praise for the missionary institutions of Don Bosco College, Itanagar, St. Claret College, Ziro and St. Francis of Sales College, Along for their committed effort to provide higher education and has pushed the others to do better as well.

He further added that having a website of its own the college is being open to the world. Thousands of people will access information about the institution through the college website. He also underlined the importance of using technology in order to enhance our achievements.

He congratulated the students of the college for their excellent academic performance in the university holding top positions in the various departments in the University examinations.

He exhorted the students to continue to make use of the opportunities and facilities to the fullest so as to benefit themselves and the society. He also recalled the special bond he shares with the students of the institution.

Earlier welcoming the chief guest, the Principal Dr. Sebastian Karottupuram said “Dr Joram Begi has been a leader in Higher Education in the state.”

He has been the founding principal of Dera Natung College, Registrar of Rajiv Gandhi Univeristy and first Director of the department of Higher and Technical Education.

He further said, “Dr. Joram Begi is a man known for his punctuality, precision and hard work.”  

The students performed songs and dance to entertain the gathering and give a festive atmosphere to the occasion.

 

Rural Drinking Water quality Monitoring &surveillance Programme gets underway

Pangin, Aug 24: The Second phase of the National Rural Drinking Water quality Monitoring and surveillance Programme (NRDWQM & SP) in East Siang District started today at Pangin. More than sixty participants, comprising of elected Panchayat members village leaders, ASHAs, Angnawadi Workers and government staff of the area attended the block-level sanitization meeting organized by future Generation Arunachal (FGA).

Speaking on the occasion, Bani Koyu, Horticultural Development Officer, Pangin said that any program should go beyond words and lead to actions. He urged FGA to ensure that the program does not stop after the sensitization meeting and the training program, but to ensure that the water quality tests kits reach the villages in time and the trainees actually carry out the tests themselves.

Er. Oling Taloh, Assistant Engineer (PHE & WS), Boleng described in detail about the NRDWQM & SP and the need for monitoring the quality of drinking water. He assured that the department will work hard to supply safe and wholesome water to the villages in the area.

Various diseases caused by unsafe drinking water was explained by Dr. T. Gao, Senior Medical Officer, Community Health Centre, Pangin. He said that water-borne diseases like typhoid is still the major public health problem and hoped that monitoring the water quality would help decrease the incidence.

Tai Gao, ASM appreciated the PHE & WS department and FGA for carrying out such program. He said that far-flung areas like Pangin do not have the privilege of services of other NGOs. He said he had worked with FGA last year when a team came for a survey.

Pura Aiya, Project Manager, FGA gave an overview of the works being carried out by FGA in various parts of the state. The Program concluded with demostration of water quality test kits led by Ojing Megu, Laboratory Assistant.

It may be mentioned that FGA had carried out such sensitization workshops and village level training in the four blocks of East Siang District. The remaining two blocks- Pangin and Riga is planned to be carried out this year. The sensitization meetings in the blocks will be followed by training sessions in the villages’ levels.  

 

Rights of Prisoners

Changlang, Aug 24: A meeting under the chairmanship of Dr. S.B.Deepak Kumar, IAS, Deputy Commissioner, Changlang was held today to sensitize the judicial officers about the plight of the prisoners in overcrowded jails and to acquaint judicial officers the rights of arrested persons under law as well as obligations which imposes upon Magistrates for safeguarding the interest of such persons.

The meeting was attended by all ADCs, SDOs, EACs and COs of the district. The Deputy Commissioner cum district Magistrate also took stock of the status of all UTP cells from all concerned Administrative officers and discussed over probable solutions to those problems.

The DC who is also the chairman of District legal service authority enjoined upon all Administrative officers to regularly conduct Legal awareness campaign especially with reference to implementation of NREGS urgently to ensure that constitutional pledge is fulfilled in its letter and spirit, and equal justice is made available to the poor and the downtrodden of the society. Women helps arrest drug peddlers in Changlang

Changlang, Aug 24: The Changlang district administration rewarded two women from Balinong village of Kharsang circle under Changlang district, with cash amount of Rs 2000/- each for their bravery.

The women namely Litdam Ronrang and Sulan Mossang were the two social activists who came forward boldly to assist the local police leading to the arrest of two drug peddlers along with 350 grams of opium. The women caught the peddlers red handed near ITI Tinali, Balinong while traveling by bicycles. A regular case against the culprits has been registered under NDPS Act at Kharsang Police Station.

The women social activists while showing their concern about the future of their children, male counterpart and village as well informed the Deputy Commissioner that as long as the peddlers are given free way in the village it will be under the grip of Drugs addiction. The road leading to the village is kept under constant vigilance and the suspected persons are checked which has led to reduction in drug consumption in comparison to previous years. However it is still not known from where the addicted persons got the drugs from, they informed.  

The women group further requested for de-addiction camps in their village for some determined persons who want to get rid of their drug addiction.

Earlier while appreciating such a courageous act the Deputy Commissioner promised the women group for every possible help from the district administration. He lauded the women group for the noble job they did and said that such an act is an example for all other villages in Changlang District and state as a whole which faces

 

Pre Poll meeting

NAHARLAGUN, Aug 24: In view of the forthcoming Legislative Assembly election, the Deputy Commissioner cum District Election Officer Bidol Tayeng convened an important meeting here at Election office, Naharlagun today. The duties assigned to various officers and staffs during last Parliamentary Poll were reviewed and other subsequent poll related matters were also discussed for smooth conduct of election. While lauding the support and cooperation given by all head of departments during last Parliamentary Poll, Tayeng sought continued cooperation for successful conduct of election. NHPC constructing India's longest tunnel in Subansiri

Gerukamukh, Assam-Arunachal border, Aug 24: The National Hydro Electric Power Corporation (NHPC) is constructing India's largest and longest tunnel for the 2000 MW Subansiri Lower Hydel projects, claimed to be the largest such plant in the country.

''The tunnel work has almost been completed and only the supper structure is being added,'' NHPC General Manager Om Prakash told a group of visiting journalists.

There will be eight gigantic tunnels, each with the size of a three storied building. It will take the water from the dam site to the power house which will have eight turbines, each having a generating capacity of 275 MW, he said.

''This is the biggest project of the country and anything about it is really big,'' said R K Chaudhury, the project's Chief Engineer.

The tunnels are so big that at least two fully loaded buses or trucks can cross at full speed without any hindrance. More than 400 labourers are working round the clock inside the tunnel to complete it in time as the tunnel is being supplied by oxygen.

The project is being constructed with Rs 7500 crore and 30 per cent work had been completed. The actual construction of the dam will begin this year as the American engineering company, involved in the world’s biggest hydel project--the three gorge dam of China--is being commissioned for the project.

The Rs 7500 crore 2000 MW Subansiri hydel project will not have any negative impact on the people living in the downstream, assured the NHPC officials.

''There has been a lot of confusion and apprehension about the ecological toll the hydel project will leave after completion in the greater Lakhimpur district. But there is no scientific basis to that. There are also some misgivings about the expert committee's interim report about the downstream impact but in fact that is also being addressed,'' said Chief Environmentalist Vipin Kumar.

Subansiri Lower Hydel Project is the biggest undertaken in India so far and is a run-of-river scheme on Subansiri. The estimated annual energy generation from the project is 7421 mu in a 90 per cent dependable year.

Belying the apprehension about the environmentalists as well as protest groups, NHPC's Chief Geologist N K Mathur informed that all mandatory precautions had been taken and there was no chance of a possible dam break situation as well as dam induced flooding during heavy monsoon. UNI

Week long training on Good Governance gets underway

ITANAGAR, Aug 24: A Week-long Training Programme on “Good Governance” commenced in Administrative Training Institute, Naharlagun from today for the Ministerial Staff of various Heads of Departments and Arunachal Pradesh Secretariat Administration, Itanagar/Naharlagun/Nirjuli. The training programme is being conducted under the 100% course fee sponsorship of Department of Personnel & Training, Govt. of India New Delhi. As many as 34(thirty four) Official in the level of LDC/UDC/Asstt/Supdt are attending the training.

The Director Training, Pema Tshetan while inaugurating the Training Programme pointed out that “Human Resource Development has assumed a greater role in context with the achievement of Good Governance in the present day and the Information Age of today demands the need for competence in the Organization & its work force/employees with the abilities to anticipate, adopt & respond to the fast changing environment.”  

Director (Training) further called upon the employees to “live up to the expectation of the government and in tune with the objective of “People First” policy as the ultimate responsibility and duty in delivering the goods and services to the people at large depend on Govt. functionaries.

Earlier the Deputy Director and Course Coordinator T Lodo, submitted a brief highlights of the course content and informed that this training programme on “Good Governance” will be the third consecutive in the area of Capacity Building and Awareness Generate for Government Official/Officers.

DC calls for proper routing of application

ANINI, Aug 24:- Deputy Commissioner, Anini, Tayor Jampen stated that applications for relief assistance sought by the individuals directly should be routed through the circle level relief committee, vetted by the Dept of Agriculture to avoid duplicity and errors in identification of the needy beneficiaries.

He was presiding over the recently held meeting of District Level Relief Committee with an objective to streamline the relief assistances being given to the victims of crop damage, fire accidents, FDR Schemes and damages caused to livestock & properties due to natural calamities.

DC further said that the concerned circle level Relief Committee will ensure that government guidelines are strictly observed while scrutinizing and forwarding the cases to the District level, which must be vetted by the DAO & DHO respectively.

DRRO/FO (DM), Tana Tage, Anini has requested the member to offer their valuable views and suggestions to improve the functioning of the committee in more effective way.

In order to make the functioning of the Committee effective and transparent in giving relief assistances to different natural calamities, the Chairman cum Deputy Commissioner, DLRC, Anini has enhanced the immediate relief grant to fire victims from the existing Rs 2000/- to Rs 4000/- considering the escalating prices of essential commodities in the market.

While taking serious views on practices of receiving of payment at one go in receipt of representative signatures, the Committee decided to pay relief amount payable through Cheque to individual victims, where loss reported to be above 50 % percent in pursuance to GoI, Ministry of Agriculture & Cooperation, New Delhi’s DO No. 30-6/2002 DM, Dtd 131-08-2002.

The Committee also decided that in case of fire accidents, the concerned administrative officers at Circle level should ensure that  immediate relief is provided expeditiously within (7) days of occurrence of disaster from any source as admissible under government guidelines.

The Committee also approved that as per existing norms, all the FDR schemes sanctioned by the government will be jointly monitored by the Deputy Commissioner and District Relief & Rehabilitation Officer, RR&DM in the district from time to time.

Rajiv Gandhi Akshay Urja Diwas

CHANGLANG, Aug 24: A rally was organized here at Changlang on the occasion of Rajiv Gandhi Akshay Urja Diwas” with the theme “Walk for a cause” to create awareness to save energy and use renewable energy among the general populace. All the heads of offices, official staff, teachers, NCC, Scouts & Guides, other school children, general public and shopkeepers enthusiastically took part in the rally despite of the heavy down pour. The rally of about 3 kms started from the Changlang entry point via upper bazaar and lower bazaar changlang to general ground Changlang. About 100 nos of T-Shirts labeled with the inscription of RAJIV GANDHI AKSHAY URJA DIWAS’2009 were distributed amongst the participants.

The Changlang Deputy Commissioner, Dr S B Deepak Kumar, IAS while appreciating the sincere participation of all urged that it is the responsibility of every conscious citizen to inculcate in their near and dear ones the need to save energy and concentrate more towards the use of renewable energy. He further said that with right use, one can save the total energy consumption up to 60% in their day to day life. He hoped that the awareness rally would improve the nature of people of Changlang in particular and Arunachal as a whole towards the use of energy thereby saving good percentage of energy.

Earlier a drawing competition on renewable energy based topics was conducted for primary schools of Changlang Township. An essay competition among the senior students of Schools from all over Changlang district was also organized in phase wise in the respective schools, the best of which were evaluated on district level.

A science exhibition among the students of all the schools of Changlang district and educational tour for minor students is also proposed to be organized by the district administration. (DIPRO)

 

Mass social service held

ITANAGAR, Aug 24: A mass social service was organized under the leadership of Techi Lombu chairman, DTD&GF to renovate the 200 meter long road connecting to B-Sector Doimukh with maintenance works like clearance of side drainage, debris on August 22 last.

The maintenance and renovation of the road has been neglected for the last 7-8 years owing to scarcity of fund in the PWD Department which leads to present deplorable condition of all the sectoral road of Doimukh. People from all walks of life including Govt. staffs, officers, public leaders of Doimukh town took part in the social service, informed Doimukh Town Development and Grievances Forum in a release.

The co-operation and generosity extended by Tana Tachu, AE, PWD Sub-Division, Er. Taba Tacho, JE, maintenance section in the social service shall always be  remembered by the public of Doimukh town, the Forum said. The Forum also expressed its gratefulness to CO J. Bomjen for his  co-operation and to Kara Gambo, ex-Anchal Samitv Chairperson 1-Borum Panchavat for his generous contribution during the social service.

While stressing  the need of working in unison to  evolve a new era of development, the Forum  appealed to the PWD, WRD, PHE, power department to cooperate with it for greater interest of Doimukh town  and its people.

Roing, Aug 24: MP Rajya Sabha Mukut Mithi and MLA Laeta Umbrey have consented to attend the Solung festival Roing as Chief Guest and Guest of Honour at Giidi Notko, Midland on September 1.

Meanwhile, PD DRDA T Tatak, Yashi Pertin and Tobing Lege have been selected as Chairman, General Secretary and Secretary respectively.

 

Society withdraw complaint

ITANAGAR: Society for Development which had lodged a complaint with the Chief Minister demanding vigilance enquiry against alleged irregularities in NRHM 2005-2007 period withdrew its complaint. It informed that the Society was provided with wrong information by individuals with vested interest to complaint against NRHM.

Sena deserves appreciation

Madam,

From the Eastern most corner of Arunachal Pradesh bordering  Myanmar, I would like to express our sincere thanks and appreciation to  Setong Sena (the local MLA of 51 Nampong Jairampur Manmao Assembly Constituency) for his endeavour towards over all development of Govt. Secondary School Manmao.

Since the day of my joining on Nov 06, 2008 after more than 7 years of service as Headmaster at Govt. Hr. Sec. School Bomba of Tawang District and Vice Principal at Govt. Sec. School Miao of Changlang District since 2001, I took initiave in revitalizing/streamlining academic as well as other co-curricular activities of this school to the fullest satisfaction of students, staff, administration and public.

Grievances of different nature were placed before local MLA and also Assembly Speaker who promptly responded positively.

His positive response was reflected in the form of providing 100 number of best quality plastic chairs of different colour after 14 days of my verbal demand, brought to the school by truck.  

Other contributions towards uplift of the institution include 29 number of Wooden Cots made up of Hallock timber for Boys & Girls Hostel,  immediate dismantling and renovation of old building wall, Boys/Girls Hostel besides entire academic building. He also provided school infrastructure and carried out may infrastructural development works including earth cutting for ground expansion.

Further  he assured to extend two more metres down land cutting of general/school ground in next AOP, besides erection of permanent Fancing wall around School campus which are awaited by us.

Hence, demanding for immediate supply of infrastructure is the sole responsibility of school authority either through persuasion or through adopting resolution in VEC/School Management Committee meeting comprising of local Administration as Chairman, some influential and well to do public leaders etc. At the same time, if demand is fulfilled positively by local elected representatives  and leaders of the ruling party, another responsibility goes to school authority to maintain school infrastructure.

With all these initiatives mentioned above the  Manmao Sec. School in Changlang could achieve best result of AISSE-Cl X this year in the district and this school is no more in  interior area as it is linked by daily state transport bus Service from Manmao to Margherita of Assam Via Jairampur, Jagun and return on the same day.

Mobile phone is working sometimes by Assam line or Changlang line and recently new BSNL Tower is installed alongwith landline S.T.D receiver which has started functioning now.

Laudable Development works

Madam,

Through your esteem daily, we would like to extend our sincere thanks to Ngurang Pinch, MLA 14-Doimukh Assembly Constituency. Recently, he brought lot of development project at Bassernillo area under IVth Upper Balijan circle. He has inaugurated suspension bridge over River Popum and Community Hall at Sangdopota which is long felt demand of the Area. Finally its demand has fulfilled.

Being an independent MLA in the House he brought lots of development and economic prosperity in the IVth Upper Balijan during his five years tenure. On August 21, a mass public meeting was held at Bassernillo camp in presence of Panchayat leaders, GBs,  general public and MLA himself.

The people of the area extended their sincere thanks to him and expressed solitary support to Ngurang Pinch for second time in the meeting which was  attended around 500 peoples inspite the agitation called by ZPM IVth Upper Balijan. Panchayat leaders and GB’s those who spoke in the meeting praised him for his good, transparent and efficient leadership quality.

Ngurang Pinch also  donated sum of Rs. 1 Lakhs only for maintenance of RLR from Bassernillo Middle School to Lendung Middle School to conduct social service for which he deserves appreciation.

We also extend our   hearties thanks to Chief Minister Dorjee Khandu who has sanctioned Rs. 25,00,000 financial assistance for construction of Community Hall.
